AV TDOT's annual Capital Improvement Program Meeting

The meeting took place on 26 MAR in the AV TDOT conference room.  There were about 15 other airports represented.  I represented Clarksville.  Excellent information passed along.  I will summarize for you.

Brian Caldwell, Cheif Planner hosted the meeting.  We talked about the new FAA Airport Improvement Plan (AIP).  "Vision 100-Century of Aviation Reauthorization Act.  That is the bill that gives all general aviation airports $150,000 per year in years 2004-2007.  To date the federal government has not released the money to states.  Clarksville will rollover its $150,000 for 2004 to 2005.  That will give the airport a $300,000 to build hangars next year.  Each year, the money can rollover.  I also updated the Clarksville Airport Improved Plan with AV TDOT.  It calls for phase 2 which is one or two T-hangars on the northwest side of the airfield.  There will be alot of planning required to do this.  This money will be issued on a 90/10 split with local government.  So, I don't think the city will support it.  That means we need to raise $30,000 from trailer rents and open a hangar fund account with the bank.  It is recommended we start off with on 10 T-hangars and 2 corporates and build the hangars large enough to support medium size twin engine plans.  The hangars should also have compress air systems and bi-fold doors. 

Security is going to get big in the future.  WE CAN rollover the $55,000 security grant this year to next year.  I will submit the paperwork to AV TDOT.  Those of you who drive by the airport at night remember it being REAL dark.  Well not anymore.  CDE has posted 7 security lights which go along way to supporting our security from the roadside.  We can use the secruity grant money to fix old fencing, lights on the ramp and secured gates.

The Pilot Controlled Lighting is up and operational.  One thing I did not know that is in TN, the lowest the lights can be is at 30% vice completely out.  States I have flown in they have all been blacked-out, fly to the rotating beacon.  Click 122.8 up to seven times to get the intensity you want.  But in TN for safety reasons, i.e. inop radios, at least the lights will be on at 30%.  Ok, I can see that.  It just means we will not save as much on our electric bill.  But the lights look good.

Operations Update -

     ** Airport insurance update, for the airport and  tenants.  All tenants should be working on renewing insurance contracts.

The Runway Safety Area is 99% complete.  There are a few more items to take care of, nothing significant. 

 

The resurfacing of the ramp and taxiways is complete.   We will have to look into repainting the VOR taxiway check circle was painted over.  It was never down before by TDOT Aero Dept.

Security Project is funded and a go.  Delayed due to no support from the city officials.  Money is out there!  We will roll it over to next year.

Self Service Fuel System is NOT operational pending current law suits.  More to follow.

Jet Fuel Pump System.  It is not to standard for spillage.  Proposed fix will cost around $1,500 to $2,000.  Plan calls for a 10'x10', 6 inch curb placed around the pump.  Seal the cement with a sealer paint.  Then put a 10'x10' pre-fab building on the curb to protect the pump system from the weather.  (Don't ask me why we did not do this before.  I will give you the seagull salute!)  Pump is covered by a tarp temporarily as per the 2nd law suit. 

GPS WAAS Approach for CKV.  After further research, I have found the application to apply for our GPS approaches.  I will ask for a GPS 17 and GPS 35 approach.  Don't know how long it will take, but at least our request is in line to be worked on.  More to follow.  Request submitted on 14 JAN 04.
